On December 9, 2025, pursuant to paragraph 41(1)(a) of the Special Import Measures Act (SIMA), the Canada Border Services Agency (CBSA) made final determinations of dumping and subsidy with respect to thermal paper rolls originating in or exported from the People’s Republic of China (China).
The subject goods are usually imported under the following tariff classification number:
- 4811.90.00.90
This tariff classification number may include non-subject goods, and subject goods may also fall under additional tariff classification numbers. Refer to the product definition, for authoritative details regarding the subject goods.
The Canadian International Trade Tribunal (CITT) will continue its inquiry into the question of injury to the Canadian industry and will issue its decision by January 8, 2026. Provisional duties will continue to be imposed on the subject goods from China until the CITT renders its decision.
Additional information about these investigations is contained in a Statement of Reasons, which will be available within 15 days.

| Note The CBSA did not receive sufficient information from the Government of China, nor exporters/producers.
