Anti-Dumping Injury Inquiries: Thermal Paper Rolls
IN THE MATTER OF an inquiry pursuant to section 42 of the Special Import Measures Act respecting:
THERMAL PAPER ROLLS
The Canadian International Trade Tribunal, pursuant to the provisions of section 42 of the Special Import Measures Act (SIMA), has conducted an inquiry to determine whether the dumping and subsidizing of thermal paper rolls in nominal widths up to and including 15 centimetres, with a nominal paper weight of 70 grams per square meter (“gsm”) or less and a thermal active coating on one or both sides comprised of a dye and a developer that react and form an image when heat is applied, excluding thermal paper rolls with an adhesive backing, originating in or exported from the People’s Republic of China, have caused injury or retardation or are threatening to cause injury, and to determine such other matters as the Tribunal is required to determine under that section.
Further to the Tribunal’s inquiry and following the issuance by the President of the Canada Border Services Agency of a final determination dated December 9, 2025, that the above‑mentioned goods have been dumped and subsidized, the Tribunal finds, pursuant to subsection 43(1) of SIMA, that the said dumping and subsidizing have caused injury to the domestic industry.
The Tribunal further finds that the circumstances referred to in paragraphs 42(1)(b) and (c) of SIMA relating to massive importation are not present.
