On August 5, 2025, the Canadian International Trade Tribunal (CITT), pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), initiated an expiry review of its order made on November 10, 2020 in Expiry Review No. RR-2019-004, concerning the dumping of hot rolled carbon steel plate originating in or exported from Ukraine.

As a result, on August 6, 2025, the Canada Border Services Agency (CBSA) initiated an expiry review investigation to determine whether the expiry of the finding is likely to result in the continuation or resumption of dumping of the subject goods.

On September 18, 2025, pursuant to subsection 76.03(2) and subparagraph 76.03(12)(a)(iii) of SIMA, the CITT terminated expiry review RR-2025-003 and made an new order rescinding its previous one concerning the subject goods, on the basis that continuation of the order is not supported by domestic producers. Accordingly, the CBSA concluded its expiry review investigation on September 22, 2025.

Effective September 18, 2025, anti-dumping duty will no longer be levied on importations of the subject goods.
